Campaigns don't spend money

Hello everyone!

We have launched the first search campaigns in our account. The goals are set up and imported, the quality of the ads is excellent, and the campaigns' quality score is perfect.

There is a lot of demand, but there are almost no conversions in the first weeks, and the costs are great. We switched to tCPA, which is 3 times higher than the desired one, and the campaigns stopped spending almost any money.

Please share your strategies, how do you start training an account, what logic do you follow?
 
That is a problem most people encounter and there are solutions but it depends on your niche. What's your niche? Is it BH?

The product itself does not present prohibited topics, it is a platform for training and counseling on building healthy relationships, but the system read some ads as “content bait” or sexual services or “dating organization,” although the restrictions were lifted after appeals

This can happen when you play with the ad too much, if you delete it and create a new ad the problem will be solved.
 
Begin with Manual CPC or Max Clicks for a week to gather data, then switch to Max Conversions until you hit 15–20 conversions. After that, set a realistic tCPA, keep budgets small, use broad match with negatives, and test a few ad versions.

This is a common issue with new campaigns. tCPA needs more conversion data to optimize properly. Try switching back to manual CPC or Maximize Conversions for now to build data, then re-test tCPA with a more realistic goal.

It seems like a campaign swimming in risky waters. I suggest you examine your keywords in detail.
 
start with low bids and broad targeting to get initial data, then slowly optimize; don’t jump to high tCPA too fast or FB just won’t spend.
 
Switch to “Maximize Conversions” once you have at least 10–15 real conversions per campaign, the campaign is spending 70–100% of its daily budget. This lets Google explore and optimize without strict CPA limits
