It can definitely go up to a few hundreds/thousands if you are a beginner to a few dozens of thousands if you really are scaling big with your own operations and have a lot of accounts/campaigns to manage.

Plus it's not a problem that anyone can solve 100%

I don't see anyone smarter than 100s of reviewers and engineers at same time
Especially when doing BH

I started to create one too... but I'm having trouble with the issue of how to collect data via javascript...

The server-side part is ok... but that alone doesn't solve the problem.

i do not use third party cloakers

appeal does not work with this violations if you are doing cloaking

Circumventing systems is totally about your proxies, browser and machine things. Everything that google suspect form anything you use or do.
Compromised pages is Whitepage issue. Probably generated by a Bot or AI.

Buying accounts wouldn't solve that, at all. Since machine still yours, proxy you'll be yours. You need to analyze the whole setup.

Even though, for whitepages, you can use services likes truewhitepages.com. For the proxies, https://digiproxy.cc/ with Premium plan. And for the rest, try using a non flagged machine, use AdsPower or Dolphin
