I'm starting Google Ads, advertising on demand network, after uploading the ad, fraud in the system, can anyone help me?

I use adspower+Proxy, I don't have money to spend on cloacker at the moment
 
What campaigns are you running? If it is against Google policy then you will have no choice but to use a cloaker.

If you're trying to run a BH campaign and have no money for a cloaking solution then do not bother because you'll always get banned. Impossible to run such ads without cloaking. Using Adspower + proxies is not sufficient. Whats your niche btw?

without cloaker just use fresh residential proxies, randomize fingerprints, keep spend slow—otherwise Google kills accounts fast.
 
For BH product you can't run without cloaking. Can you tell me what you run?
