They’re mostly used to publish apps when their original accounts get banned or flagged. Having a fresh, clean console lets devs keep pushing apps without the cooldown or risk tied to old accounts.
I have one from 2020 that I am not using, and I am constantly being bombarded by emails from people in South East Asia asking me to sell it to them. I would consider doing it but I don't trust the people behind those emails and I have no idea what is a good and fair price.

I dont think if people really understood what you asked for. I mean, a new Play Store account is just $25. But these guys are ready to pay you $50 per week. Just to publish their Apps on your old console. They are ready to pay $1500 to get access to your old domain. Most of these Apps are Arcade games and such kind, no ads, no anything. There must be a reason, either for scamming people. I am trying to do my research and still do not find the way out.
A quick google search + commons sense + some experience, will tell you that the accounts are used 1) Run heavily regulated apps for a short while until the account is terminated (gambling, betting, porn etc) 2) Apps that scam people 3) Part of a network that makes money from admob /ads 4) People who just got their account banned and need a new one to publish a genuine app they really believe in - that would be the smallest group of people who buy them.
