Yes this is a good strategy that has been using by many people. I mean just build a lot, a lot of backlinks to your tier 1. Some guys even build lots of backlinks to the main site, as long as your main site is quite established (I mean authoritative type of sites).

• Tools like IndexMeNow and Speed-Links are working better than old-school indexers.
• Also try the “Google Sites buffer” method — post Tier 1 links on a Google Site, then index that.
