most of the sites made with AI I can find require you to pay 50$ or more for clipping short-form videos, is there any better tool out there, or on the same level, you can use for cheap, and make high quality clips

If you’re just looking to clip vids fast and cheap, CapCut’s honestly hard to beat as it's free, simple, and does the job. If you want to feel fancy, try Runway or Descript, but they’ll make your wallet slightly lighter. Depends if you want speed or style.

The AI does a decent job cutting talking head vids into reels.
They have free tier which is limited, but if you want to spend some, I think it gots to 19$/month, which is solid

CapCut Desktop + Auto Captions (Free)

Not “AI” for clipping but quick if you’re hands-on.
Can template captions + animations.

If you’re coding-minded, you can even stack Whisper + FFmpeg and do your own custom AI clipper setup, it’s nerdy but costs $0 if you’re down to tinker.

In this AI era there are lots of AI tools which allows you to do complex task in just few minutes. Well, I will suggest you to go with VN editor or Capcut. However VN editor have some limitation as compare to Capcut in terms of AI functionality. Both tools are free to use.

Capcut is not free , they add their watermark on free version and it looks bad . But you got a point , editing yourself is always the cheapest option.
