Need help with display ads CTR

I have been testing lots of different creatives on very broad targeting(45+ usa only) and have really bad ctr 0.02-0.05%.

What experiences do you guys have on creatives that works well for really broad audiences? Any niches that always performs well in general?

Im not looking for conversions only clicks, so it can be any niche creatives really.
