Local SEO Struggle: Multiple Services, Multiple Locations

Hi guys,
I offer five types of services across multiple locations.
Currently, my website structure is as follows:
domain.com/location-county/ - This page lists all the services I provide, along with all the cities I serve.

Would it be a good idea to create separate service pages for each location? like:
domain.com/location-county/city-1/service-name1
domain.com/location-county/city-1/service-name2
domain.com/location-county/city-1/service-name3
domain.com/location-county/city-1/service-name4
domain.com/location-county/city-1/service-name5

Then for city 2:
domain.com/location-county/city-2/service-name1
domain.com/location-county/city-2/service-name2
domain.com/location-county/city-2service-name3
domain.com/location-county/city-2/service-name4
domain.com/location-county/city-2/service-name5

Is it worth creating a dedicated page for each service and location if the highest-search-volume keyword only gets 800 monthly searches?
 
You could make a site for every city, especially if the customer base you're addressing differs per location. Additionally you can use directories like you presented in the thread. Might be better for on-site linking and domain ranking. Just make sure to make a sitemap and submit it to google :)

I am afraid I will have to create lots of pages.
There are many towns in each county.
But will do if it's the best solution here.

I personally can't really guarantee a "best solution", but I think it's pretty strong if you have a website for each region/audience you are trying to reach. It's easier to collect data for each branch if you have a different website. Also, local SEO becomes more relevant, in my opinion.

On the other hand having one website for all your locations has it's preferences. It creates some authority around your brand in general, and it's easier to host all your locations on one domain and manage whatever comes with it.

There's no way to guarantee which solution works best. You may always hire someone to help you with these kind of questions regarding SEO. I'm not a specialist in such thing, and in my eyes Google is difficult to counter on what it's going to do. This has been so for a long time now, google's algorithms changes and there can always be changes in how it ranks your website above others or not.

Yes. Take into account questions, turning them into a F.A.Q. can help gather traffic. Look up 10-20 monthly searched traffic keywords, and creating several pages for it, boosts your authority if done correctly, generates traffic and leads and creating location-related content will create a bond with your customers. You can look up relevant discussions on the forum

The service are very similar too, like debris removal, furniture removal, etc
That's why I am a bit confused, they can be combined under one term Removal.
 
SVs from other locations are around 40-50 on the main KWs

Yes, it’s still worth doing. Even with low search volume, creating separate pages for each service and location helps your site rank better in local searches.
 
We run several sites with services in 2000 cities. All done in Bulk with deep Spinning. Each Service one Domain.
The Main Problem we have is getting all of them indexed. Facing the "noindex Tag" thing...

800 is the highest search volume.
Most of the KWs sear volume is around 80-100 or even less per month.
