you can add new payment method.and try to pay via link at the bottom of payment page via support.if still not successful i think you should remove it and start with new more stable account

I see this is a common error, try adding another bank card and paying. You may also have to replace another account because it cannot be fixed.

You can try:
- Check your payment card again (check again Make sure the card is still valid/The card has enough money limit to pay/The card has been activated for international payment/Check if the bank is blocking online transactions/Add more money to the bank card). If it still does not work, please contact the bank that issued the card to ask why the transaction was rejected and ask them to open online/international payment permission if necessary.
- Replace another bank card/Add or change payment method
- If the above 2 methods do not work, you should switch to a new advertising account
