Cheap Outsourcing needed for Programming

Hey, even if you cant offer the service, if you can offer me a website or know someone who WILL help me out here, post as well. basically I am not looking for a one project freelancer. I want to form a team of programmers that will work with me constantly, as I get them new projects and the such. I am preferably looking for people in India and the such, because they will do it or cheap. Again I am trying to form a team of outsourcers I can have close by, and will pay them per project (heck if it gets big enough perhaps a salary but no promises). The reason I dont want to use elance or anything is because you have to pay through that website, and its per one project, which isnt what I want. Is this possible? thanks.

But you can make some good connections there and then take the relationship off the site after the first project. That's usually what I've done and at least with those sites you can see some sort of track record with the programmer to start...

yea thats what i was thinking. But some of the people onj there are nazis. and wont leave the site and will just tell you to go back to the site to work with them. Pointless. But I might wind up trying it anyway.
