The algo amd the system is not perfect amd sometimes derails. You just need to edit frequently kf this happens.

age of the profile owner can except such an important parameter,some profiles with non related group or profile follows can get ignore on a certain promote.

i see, i will keep advertising and depending on the results I will work on the parameters to achieve exactly the target audience I want.
