JV - email blasts required and other marketing

I have a list of approx 2million email list taken from a reputable business in the UK.

The industry is manufacturing and i want to blast an email to introduce a platform I've created to source manufacturing products (list of 8million products) and suppliers to use (list of over 50k suppliers).

This would be a long term partnership and we will montise using adsense and afffiliates/rebate system.

Split would be 20/80 as I have and will continue to do the heavy lifting of workload.

I'm finding a partner who can do email blasts (I don't have the funds to use mailchimp etc or knowhow to setup stmp) and other marketing (LinkedIn), just quick follow and auto intro (I know the sector well so will chip in and we can set to auto pilot after trial and error)

I did a little test on mailchimp. It was 20% open rate approx 3-4% ctr. I can't say inbox vs spam due to the sending being from mailchimp I couldn't see the data for that.

The list does need a little cleaning to be honest. Due to this being my first email campaign I'm looking for a partner that has a little more experience and can carry that side of things.

What else would be required of me?
