There's native way to boost without a FB ad account, but you can create a fresh meta account with a new IP/device and connect that to IG- it's the only clean workaround.

I tried this too. You can’t run Instagram boost ads without linking a Facebook page. Instagram needs it to manage ad settings and billing. Best way is to create a simple FB page and connect it — even if you don’t use it much.
