Hello I have 2 questions about ranking if someone have experience with this please answer thank you.

1 First for ex the pages that rank for "best sunscreens for sensitive skin" are just websites that sell sunscreen
Can i rank if i create that page.

2 Second questions if for example I'm in newzeland and all the pages that rank for our keyword are from usa
Does creating a local page will rank it considering the pages that rank do not help people from new Zealand, let's say because those products aren't avaliable there.

1. the intent of search is to buy the product so google is ranking the sellers, is your site an ecom selling the product that it may rank. There are may more raning factors than just being ecom site (intent) though.
2. Highly likely not but it may rank on 4th 5th etc page of serp due to local page signal.

I just give the example in English so people here understand my question , for example in English, top rankings all start with best and about that, in my language there's no article thats" best sunscreens" that's i said if a write the article
But I thought Google was smart why rank irrelevant pages for that country just because they use same language
