Can our lists of URLs given to be indexed -as a paid service-, serve also for THEIR link building, GSA lists or others ...
Or to resell ?

What these link indexing services do is take your list of links and put them on thousands of websites they own.
In the hopes that a search crawler visits one of these websites and sees your links. Thats what indexing means, when a search crawler spots your url from another page and adds it to their "index" aka their search database.

To make backlinks out of your links they would need to modify your pages, which they can't. So this is not a way for them to make additional revenue.

Tho there are other monetization methods they do have other than their main indexing business.

of course I know the primary goal and method of indexer services ...

But if my given links are T2 or T3 ... they are on forums or other location where anyone else can (usually) put a link also. Thus the other potential interest for them.

it's all part of the game,
if you hire someone to write you content, design the website, or do any seo/web-related job, you'll be exposing your niches/keywords/ways,
everything could be scraped and found publicly as well, using various of tools & methods, the same way you did,
but if you really have some tricky way, basically a gold mine for a niche keyword, link building process, etc, you should find the best ways to keep it private
