If I manage multiple sites with 1 GSC account, will I be recognized as a single owner and be penalized?

Yes, i saw sad stories multiple times on twitter, that website in same search console getting clapped.
 
Of course you will be recognized as single owner. Which however does not mean that if one is penalized the others will be too.
Why not make them separate? It's free!
 
In order for a website to appear in the GSC console, you need to confirm that you are the owner (or administrator, which is almost the same as the owner) of the website. Therefore, it is logical that all websites in GSC will be associated with you as the owner.

Will you be penalized as the owner so that all websites will be affected?
It depends on what you do with your websites.

Then, if one site gets penalized, other sites also suffer, associated with that particular GSC account. There are plenty of examples regarding this issue.

If you're doing anything you know is guaranteed to lead to a penalty, it'll be wise to spread your sites across different GSC accounts.

Outside of that, I don't think it matters much.
 
No, I don’t have such a problem at all, perhaps it means more than 15 or 20, but in this case there are no restrictions, you can send only 10 pages to the index for the entire account.

it depends on whether you're interlinking all of those sites together in order to gain rankings. Now, how google can differentiate between you linking the sites together to gain rankings, and linking them together to help your visitors find all of your sites I don't know as I'm not working for google :)

But sometimes sites inside of the same GSC get penalized if they do something that google considers cheating, but most of the time they don't

Regardless, if you are talking about your clients' sites the golden rule is: 1 GSC account for every 1 client, no matter if that client has 1 site or 100s...
 
I have a few sites on 1 GSC account and never had a problem... well... those are legit sites so I see no problem.
 
Using one Google Search Console (GSC) account for multiple sites does not inherently risk a penalty, as GSC is designed to manage multiple properties (websites) under a single account.
 
If you have multiple websites under one GSC account and they’re all involved in link manipulation or other Google-disapproved practices, then yes, there is such a risk.

But if your websites are not connected to each other and don’t participate in shared schemes, there’s no reason to worry about Google penalties.
