Does targeting really work in Google Display Ads?

I am running a google display campaign & targeting only people above the age of 35 & completely disabled unknowns. Settings screenshot: http://prntscr.com/HXt4IGtjOqI9

I opened few of the websites where my ad was placed by google & I happen to find the ad I am running. What is strange is that I am not logged into my google account for google to know my age plus my browser was in incognito.

I also tested the same on different laptops where google account is nowhere connected. How can google show my ads to random people when I have clearly wanted my ads to be shown to people above the age of 35? What am I missing?
 
GDN has always done nothing but burn budget when we tried it.
And what did work? spending money in ads is like slot machine. You roll and roll hoping to win something. The house always wins.

It's not that Google Ads don't work in general. The problem is GDN sends a bunch of junk traffic.

So how do people get any traffic nowadays other than by pure luck due organic algorithm placing your content in front of people's screens?
 
Remember to always turn off optimized targeting, which you can find in ad group settings -> edit ad group targeting. With optimized targeting setting being on, your provided audience is just a signal for google algorithm, not a target audience.
