Honestly, I think this is just a waiting game for you. It is just a matter of time when bigger hosts are taken down and big uploaders find a new hosting (you) to upload to.

In the mean time, I would suggest lowering rates so you are breaking even every month. Maybe add some bonuses for big uploaders, encourage people that have big user base to switch to you.

If you are providing good user experience (for both end users and uploaders) and guarantee long term support, you will make money at some point.

If you keep experiencing losses, it might be a good idea to turn off earning mode for your users. Instead, you can just show 1–2 popups and give users the option to insert their own ad popups. This way, you won't have to worry about big payouts or traffic quality issues.
