The ad account has launched a warm-up campaign, but it's still not spending. Does anyone have any other troubleshooting methods?
 
I also have many accounts that don't spend. You should try switching to a new card (if there is a bill with a payment error of $2). Or just leave the ad blank for 3 days.

Reset & Relaunch

Recently this error happens frequently. Change the payment card then post a natural campaign, when the campaign is active if you see them deduct a sum of money then the rate of the account will spend is very high.
 
I've faced with a similar issue a few times on Instagram. I don't want to sound cliché but pausing the campaign, waiting for like 15-20 minutes (tops), then resuming it works well for me. It does not hurt giving it a try.
 
I remember this error was fixed by facebook 2 months ago, if you still have problems try changing to a new payment card
 
I see facebook updates daily, so try to recreate the test campaign, if you tried it yesterday and it didn't work, it doesn't mean it won't work today.
 
For new accounts, the review time is 1 day. And when you haven't spent yet, let the ad run for 3 days. The spend rate will be 50%
 
Is the campaign live or what's the approval status say?
 
Your account may be held by Meta, and you should fix the hold to be able to spend.
