when will sandbox start counting?

if i register a domain but information are not available yet to set up the website, what is the minimum i must do so that it will count towards getting out of sandbox?

Is setting up a website with no info but put up a 'construction in progress' page (provided by some wordpress themes) good enough?

Just having a "construction in progress" page won’t do much for getting out of the sandbox. At minimum, try adding some basic content—an "About" page, a short blog post, and maybe some placeholder pages. Also, get the domain indexed by submitting it to Google Search Console (if you're okay with that) and start building some backlinks. The sooner Google sees real activity, the better!

No that will not do.

The document must be retrievable for some search terms in the index.

In other words slap some regular content on it.

Throw up a basic homepage with some niche-relevant content. Even a single well-written article can help.

Personally, i can't say for sure, there's no data to back it up,
But one thing that I observed, auction domains that had a single "for sale" page indexed do rank right away (few days) after changing the content,
Unlike the ones that dropped out completely of the index, especially for some long period, so I would go with yes, that should do the work,

Now, the thing is, most of these domains that still get indexed even with such pages, usually have some relatively good link profile,
Idk if it's a matter of correlation or causation, but some unique "under construction" page even with a small paragraph about the niche should work,
After all, some websites do rank for years with minimal content due to the link profile, basically landing pages with the least minimal content

Setting up a "Coming Soon" page with basic information and contact details can start establishing domain age, which helps in gradually moving out of the Google sandbox.

Someone said not to submit to GSC if yr website is not ready & has thin content as G may decide not to crawl yr website anymore.
