You need to run ads using cloaking method .
Not eligible: Compromised Site, Malicious software ==> For this issue you need a clean safepage to launch campaign as the previous domain is marked with compromised site so its tough to get the ads started for that domain.
Or you can try with contacting google support and ask them to send you the links which they find as a malicious links in your website.

Compromised Site, Malicious software is because of .xyz domain extension, It is bug of google ads, its happened several time for my ads also, try to buy .com domain for white hat site and run ads campaign, you will be fine.

This might be the issue. Besides that, I'd remove "the IBO Pro Player" part of the white page and turn it into a kind of blog that has content about movies and TV shows, etc. And as a title, "Start enjoying the best movies based on our advice!" or something. It could still sound like you're selling something and be safer.

Review your campaign, find out where they are violating? Then publish with another domain and launch another campaign to see if it improves.

Safepage is poorly built. Footer pages showing 404 error.
Privacy policy page showing Enzorise where as your domain name is something different . Contact email is different from your domain name . No need to add Contact number , Address, Social Media Icons.
In your safepage also its somewhat related to streaming services only.
If possible use CDN as DNS .

lots of peopel are killing it with iptv on grant accs. Even without cloaking, since you get a domain approved to get into program.
But i think he just meant that you can rent normal adwords accounts and pay like a % of the top up etc.
Your whitepage need work to be honest. But easy fixes.
Like make sure it doesnt have broken links, some orginal content, and actual content/CTAs need to be improved. Like taylor it around some sort of product etc instead of a blog style stuff.
