Per my experience, it sounds like low rates combines with low traffic volume. I had this happen to me when I was a newbie. I suggest a more newbie-friendly ad network like Mondiad. Maybe rates won't skyrocket overnight but you can playtest many ad formats and cashout daily starting at 10$. If you've tried other platforms meanwhile, I`m cutious to know your feedback. Keep up updated.
