Whilst running ads on TikTok is not something I can advise on specifically, TikTok work in general seems to play well with mobile proxies in my experience.
There's plenty of mobile proxy providers on the Proxies for Sale section in the BHW Marketplace. I would recommend finding some providers offering proxies in the country you're after, take out some trials, do some testing and see if they perform any better than the residential providers you've been trying

I think mobile proxies are better for tiktok. I personally use Floppydata and Proxy-seller

I have tried them and im getting banned right away. Its a compliant ad for clothing. Nothing provocative which leads me to believe its a proxy issue
