I'm building a agency in which I'm recruiting people from EU/USA to open up LinkedIn/Upwork/Outlier accounts to rent them out for other people to get a job.

A real person behind the account is needed.

You could try targeting communities where people are looking for side income — like remote job groups, student freelancing forums, or expat communities.
Reddit (e.g., r/slavelabour, r/beermoney) and niche Telegram channels might also be good places to recruit.
