You should check your campaign to see if the target audience is effective or not. Or you can also try small campaigns to see if any campaign is effective, then you can gradually increase the budget, starting with a budget of $2/day.

I also faced this issue, In this I create a campaign with low budget with any normal pick like, flower shop, coaching institutes, aand other with awareness campaign. Or you can also create awareness campaign for your brand.
