i know how to build about what u said and i just need make sure.
bcause i have try so many way to tricks google ads for gambling, but still get banned.
last time i try to build bakery website, for tricks google ads but this build different bcause when u access it from mobile u can see gambling promotion and register button, and will looks bakery website when u access from desktop ( also use cloacker ).
but only can survive 1 time top up.
and this is first time for me know about meta refresh.

what method are you using? avoid wordpress and use proper tags in the code coz google give priority to the UX of the webpage and sometimes wordpress just blubs it out to the google bot

try redirecting your user using JS to meta redirect making sure the website seems stable and not changing.
