What kind of indexing method is this?

I have already seen this and consider this only a my humble opinion:
- the domain is hacked ( the owner has updated and all pages are now in 404 :) )
- if it is hacked , the hacker can use his own Search Console to ask indexation through a big sitemap

this is totally blackhat its basically the webshell hacking technique but I think linksdexing use other indexing method I think API one
 
This seems to involve hackers uploading a sitemap through unauthorized access to the server. They verify the domain in their own Search Console and submit sitemaps with spammy or malicious links, exploiting vulnerabilities without needing the original GSC access. It's unethical and causes big problems for the real site owner.

As for the indexation, I'm pretty sure its not done via GSC but via bulk link placement in Google News approved sites (any outbound links from GNews sites get indexed pretty quick).

And since you can't penalize the root domain because it doesn't exist, every subdomain is removed, and you can use one domain for a very long time without buying new ones. The method is not simple, if there is no experience in Microsoft level development you will not be able to create the same, just forget it.

Free methods:

1) Requires you to have a domain in a GSC account with healthy indexing and authority. Build redirects from this domain to the third party urls you want to index, then request indexing of the redirects.
2) Build a layer of links to the links you want indexing (tiering)
3) If you have a page that is popular with spiders, add a link from it to the link you want indexing.
