Questions about creating a PBN

Hi, I would like to improve my money site’s domain rating and create backlinks.
Is is possible to create a PBN for free/cheap? How does it work exactly, do i need to buy domains that already have some DR? Or would it still be effective with some brand new domains?
Also, whats the usual iter? I create a few website in the same niche as the money site and start publishing content linking each website each other? Please give me some advices

i found various italian unregistered domains with 20+ DA that i can buy with just a few euros, why do you say that it would cost hundreds for each domain? is there something i’m not aware of?

DA is meaningless, it's the most easily and commonly manipulated metric that most scammers uses,
What really matters is the overall link profile that you have to check (most at least) manually, to make sure you're getting something of value,

You can find decent domains for cheap prices for any less known TLDs and especially ccTLDs that require documents for verification,
The demand is lower, and so is the availability of good domains, and finding niche specific domains makes it even harder
