I believe they are already doing that, they are just trying to make it legal
In the shadow, they are already implementing it, for example, if you keep saying bad stuff about Israel near your phone and then months later you try to apply for a visa to enter in this country, don't be surprised if they reject it with any clear reason - it's just an example, same applies for other countries - but I think they are already doing that to identify potential risks for their countries

they supposedly start looking for criminal activity and using ''national security'' as an excuse to read our messages
with an AI reading our messages, they can basically summarize our behavior, create a database with individual detailed reports describing how we are, what we think, what we consume, what we like and what we dislike
some day you casually say your friend that you'd like to see musk dead because he is an asshole, next day police is at your door because your so called freedom of speech is now a threaten for national security and it can be interpreted as a potential risk for society, government condemns you to forced psychiatric treatment to treat your homicidal tendencies based on a casual comment
