Anyone Cracked the On-Page Suppression Problem? (Location-Based Penalty)

Been running some tests and it looks like I’ve triggered Google’s anti-SEO suppression on a breast augmentation location-based search.

Any page on this topic/location is getting a -10 to -20 demotion after keyword modifications.

Clearly an on-page penalty, but rolling back the changes doesn’t restore rankings—Google seems to be “remembering” the edits. I’ve tested a few things (reversions, CTR boosters, minor content rewrites), but rankings remain stuck.

What’s the best approach here?

Anyone seen this before and successfully shaken it?

Thinking of testing cloaking variations or a temporary 410 → rebuild cycle.

If I crack it, I’ll drop results here so everyone can see what works.

maybe you didn't wait long enough for the restoration to happen?

Also, did you check whether googlebot visited your page AFTER you reverted the changes? Because if it's not visited the page yet... well, I don't see how they can update the index

i definitely checked and it has been indexed again, i fetched it each time so definitely indexed

and yes, waiting was my first inclination. but the pesky client is not happy with the drop and does not want to "wait it out" lol

any more ideas from folks as to how to shake this penalty which appears to be per page - any fancy 300x or some such to try to shake a penalty i would greatly appreciate it!
