Where the good thumbnail designers at?

I see all these awesome thumbnails on YT but everytime I try to hire a designer, it's pure flashy piñata-colors tasteless garbage. Where do I find good designers? Thanks.

In a few places, you can see a YouTuber you like but that has a small channel and contact their designer. Also, we have some designers here if you wish to see by posting in the hire a freelancer section. Otherwise, I don't think you will do much with Upwork or fivver, etc.
