I know old techniques such as creating social bookmarking, comment backlinks, web 2.0, directory submission, forum backlinks etc. I don't want to get paid backlinks as client don't have enough budget to pay.

Guest posts, Niche Edits, and PBN links are effective now. You can also use PR, Web 2.0, and other methods for diversification purposes. At last, I'm worried about your client.

PBN and Niche edits are the best ones working for my sites. By PBN I mean say a network of sites I own not links from link sellers. Most of the link sellers are selling crap by just creating networks with lots of footprints. You need to identify a quality network if you are looking for good sellers.

It's probably newcomers who have high expectations and want to rank in a short period by doing nothing but clicking a few buttons on some "magic" tool. If you check subreddits about SEO, you'll see a lot of people blindly saying automation is dead, ranking is impossible, or it's not worth it. This happens every year with every change.

But luckily, there are still people who really know the game and play it well. You mentioned a very important point—no matter how many links we build, the link juice has to be passed around properly. Unfortunately, many GSA/automation users blindly build tier 2 links without even checking tier 1, and most of them give up after a few months, blaming the software or strategy.

I've been using GSA for almost all my projects with just 2 or 3 tiers, and it's working fine.

I don't have enough money to invest on these tools.

I dont think free backlinks do that good, or even do anything!
You should go for guest blogging and SMB, and you may want to to convice your client to incrase some budget

Work on writing some well-researched articles in your niche (the kind that include keywords that say, journalists use to research things).
