Can anyone make a recommendation for a service provider that isn't going to provide blacklisted IP.

Still, I don't think any company will welcome to gamble with their IPs for cold mailing. These days, single IP spam can lead to an entire subnet reputation at risk. You can ask in the WTB section, and you might get some help.
