Can I Use multiple pages for similar keywords?

There is different variations of keywords for example:

buy tiktok followers
1000 follower tiktok buy
app to buy tiktok followers
best buy tiktok followers
and ect...

Can I create dedicated pages for each keyword with table of prices and some descriptions? Content on each page will be +/- same exept keywords.
Its good idea to rise keyword count or its something illegal for google ?

1) does the "best buy tiktok followers" refer specifically to buying TT followers on bestbuy.com ?

If yes, I would NOT use this keyword at all since...

a) it's irrelevant to your site (people are only interested in buying followers at bestbuy.com, not on your site)
b) unlikely, but it's possible to run into trademark / copyright infringement on BB's IP because you're monetizing their brand / IP

If this keyword is not related at all to bestbuy.com you can bundle it up together with the 1st and 2nd keywords (buy tiktok followers / 1000 follower tiktok buy) on the same page.

2) the keyword "app to buy tiktok followers" can go either way (on its own page, or on the same page as the other 3 keywords), depending on whether or not you are normally selling followers through an app...

a) if you normally sell TT followers through app, you can put this keyword on the same page as the other 3
b) if you don't normally sell TT followers through an app, but you do sell TT followers through an app in certain conditions (only to premium users, or in certain locations, etc) then this keyword should probably go on its own page...

It can be done but do not do to that extent that it appears like spam.
