I don't, because most times, people that request it have lower authority sites to yours, and if you request it from a blogger with higher authority site, he may not likely accept the offer too.

It's safe if you do it minimally unless you have tons of backlinks already. You can as well do ABC link building.

ABC, in my opinion, is very easy to track and relies heavily on the other parties to "protect" you from getting discovered. Any form of "closed circuit" link exchange is about as good as it costs and is a pretty easy footprint to detect.
