I Apply for YouTube Monetization but they refused my channel for REFUSED CONTENT, I used satisfying videos in background that I take from social media and make a voice about my niche, what should I do make an appeal or make some change in my content to be accepted

It's not REFUSED content but REUSED content. They are telling you your content is not unique.

Leave this channel and start a new one, if possible from a different IP and with a new gmail account. This time either make sure you change the videos you are using enough for YouTube to detect them as unique or find a different way to produce unique videos.

You have to upload new content and this time do not use content of other creators.
 
It seems you didn't make enough changes to be considered a original video creator, you should make more changes in your next YouTube project, you can't expect to be approved if you don't create a major change that makes your video really unique
 
How are you using the content? are you making and edits to the original content?
 
For this type of video, it’s better to add a small circle at the bottom left or right of the screen showing your face while commenting on the content. This will make it look more like a reaction video suitable for YouTube.

Was your narration completely unrelated to what was shown in the video? Was it your own voice or AI voice?

If you get an option for appeal, you can appeal...in appeal video show the step by step process of how you get the videos produced, if you do not have the appeal option then make some changes to your videos and apply again although you will have to wait for quite a while, so like someone else suggested delete the videos from this channel and upload in a new channel and check because sometimes youtube system can also falsely flag a content as reused.

I agree. If the appeal option is available, it's better to try it. My channel was rejected before, but was accepted. My appeal video only explained (with footage) the process of writing the script until uploading the video. If no appeal option, it is better to delete all videos and start from beginning.

Create a video, showing my face at the beginning and then only the computer screen recording, about the creative process. For example, when the computer screen displays the script, explain how we wrote it, when showing the video editor (capcut, etc.), explain the editing process. No need details, just short.
 
Also try using music underbed when showing your face and actively change the music cue for each appearance. The more you change the context or "mix" of the cuts, the less likely your chance of being seen as reused. Use transitions as well instead of just cuts. The key is to busy up the footage enough to make the content less distinct.
