I see on Fiverr a lot of people offer PR on major websites and in bulk.

"Top press release writer offering affordable, quality press release writing and "As Seen On" features on Benzinga, ABC, FOX, NBC, and more. Additional services available include "About Us" and bio writing, general copywriting, and more. Proudly completing orders for clients around the world daily.

300 word press release, publication to 455+ outlets w/ reports PLUS manual submissions & pitch"

On the paper it looks great and the sellers have 10K+ reviews but is it actually helps?
If you spam only 400+ website the same article, wouldn't Google just punish your website for doing that?

Google doesn't punish for mass PRs - they did that update years ago already and they have identified the PR networks (syndication channels)

It won't help you anyhow, that's for sure.

Out of those 400 links you'll get maybe 1 or 2 do.follow links, the rest are all nofollow, and within the next months, the majority of those will drop too... within a year, almost all links have been removed/deleted.

Useless links, trust me, I sold them for years.

To be honest I don't really care about SEO, it's just for creating some social proof for people who's searching for the brand and then they'll see some articles and that we're all over the place. For the purpose you will recommend?

Yeah if you can bare the fact that those articles will be gone from Google soon.

You can always order a new PR package when that happens.

First off, Google doesn't punish your website for doing that.
Secondly, Trust me these PR's have ways and they definitely come in handy in the long run. I had a friend one who was into automobile dealership. He had a brand and was got contacted and the client actually needed a way trust him but prior to that day, he has done some press releases so he told the client to go look him up. The buyer actually came back, not only purchased but also referred him to several other people so I believe they actually serve their purpose too

You don't get a penalty. It's just for branding purposes.

You can add an as seen on badge on your website.

Also when people look you up, this shows up on top. So adds value in a way.

Also helps in local SEO to an extent on low competition niches when bundled properly with other things
