Disavow links or dilute anchor texts?

The ranking of some of our site pages has dropped in the latest Google update.
There are too many do-follow links with exact and partial anchor texts pointing to these pages and I think that's what caused the site's ranking to drop.
Unfortunately, it is not possible to edit these copies to dilute anchor texts.

So I only have two options:
1- Using Disavow tool (Is it possible for a link to both give credibility to my site and cause it to drop in rank?)
Or
2- Creating new links with branded, generic and naked anchor texts .

Which option do you think is better?
 
I would say the second option. Adding quality links is much more better i think. We have tried Disavow tool before few times in different websites, results are kind of weird. It sometimes fluctuates the website traffic and rankings. Also afaik, it might take a lot time for Google to accept those disavowed links.
 
You can go with creating new links with diversified anchor profiles. The link juice may drop if you disavow the links and you may see more drop in your rankings. Also, don't just build links for the specific pages and it will affect the site sometimes. You can consider building links to other pages to look more natural.
 
You just need to diversify your backlink profile with natural links from naked anchor text, using a mix of nofollow and d0follow. This will be more cost-effective than cancel links using the disavow tool.

And ~200 backlinks with the same partial match anchor texts! and some of them are quality high DA backlinks ...

So I need to create lots of backlinks to diversify anchor profiles, right??
 
If I were you, I would buy about 100-200 crowd links both to your specific page and to others.

There are many offers on the Marketplace to sell links on Reddit, Quora, forums, blogs, and more. It doesn't cost much.

Yes, you can build some more additional high quality backlinks with the generic, naked, brand anchors to diversify your anchor profile. If needed, analyze your existing backlinks to identify and fix the broken links.
 
Disavowing links only works if they’re spammy or harmful. It's better to focus on building new links with varied anchor texts to create a more natural, balanced profile and improve your rankings.
 
Forget about the disavow tool,
For whatever purpose you think it works, it simply doesn't, unless it's a manual action,

You can use a cheaper type of links to dilute the anchors' ratio,
Forum links are ideal for this purpose, for both nofollow & anchors ratio,
You have the chance to get links from niche/language websites with traffic/authority,
The price could be as cheap or basically for free, whenever you're hiring someone or doing it yourself
