1.I have a few domains with good traffic from Bing (~1k per day) and no traffic from Google at all. Can they be considered a PBN?
2Should I place links across the entire site or just on the index page?

Generally from my understanding you are buying expired domains and building a basic site, minimum content linking to your main site after WP install. I have bought these before, though I have done guide(s) on this too. Not too complex though maybe its easier to outsource depending on your vendor and price. Do not have a bunch of PBN on same server IP.

My domains have been active for over a year, and all of them are new domains. I also do not use WordPress.

As for the IP, I am using Cloudflare with a shared DNS for all of the domains. Should I create multiple different Cloudflare accounts to use different DNS?

PBN means Private Blog Network, which means it's a multitude of sites that YOU own!

So, if you have 2 sites then you already have a PBN, no matter if those sites are indexed, get / don't get traffic, have / don't have backlinks, etc. As long as they're both your sites you have a PBN of 2 sites. If you had 16 sites, you would own a PBN of 16 sites, if you had 500 sites you would have a PBN of 500 sites, and so on...

Now, depending on what's happening with those sites you can say that your PBN is good, bad, best, great, etc... Like, for example...

If both sites are not even indexed in google (or any other search engines), much less getting traffic or making money then we can all assume that your PBN is garbage since it has no value because it has no traffic, no rankings, they have no authority, NOTHING!

So, the value of a PBN is given by how good the sites in that PBN are. So, in the above case (the sites are not indexed, they don't rank, they don't have traffic or authority) your PBN would be pure garbage in this case and you wouldn't be able to rank anything with this PBN, and you shouldn't even dare to charge clients more than $1 per link from such garbage sites... if even $1...

But if the sites were indexed, or ranked (even if only in Bing, there should still be some value in this since - at the end of the day - we are all interested in getting traffic since the traffic is what makes us money, and - nowadays - Bing traffic is apparently even better than Google traffic, so ranking in Bing DOES have value)... so, if the sites were...

- just indexed, but not ranking... your PBN would still have some value, but a very minor value (you still might not be able to rank anything with this PBN and you still wouldn't be able to charge people more than $1 per link from such a bad PBN)

- indexed, but ranking... your PBN would have better value this time, but still not as much value as if your sites got traffic AND had strong backlinks or authority (DR)

And so on... the more perks your PBN has (indexed, ranking, traffic, backlinks, authority, brand popularity, etc..) the higher value your PBN would be of, and - as a consequence of these many things happening with your PBN - the more money you would be able to make with it if you were to sell links from this PBN, but also the easier it would be for your money sites (that are not part of the PBN) to rank if you were to place links on your PBN to your money sites...

I went a little overboard with explanations, but the main point is that ANY site (no matter how good or bad it is) that links back to your money site can be considered PBN as long as it's YOUR site.

So yes, in this case your sites (the ones that get 1k traffic daily from Bing) CAN be considered PBN but ONLY if you are going to link from these sites to your main site / money site / business site / whatever you want to call it.

If these sites don't link back to your money / main / business site they are - technically speaking - still PBN (because they're your sites and since you own them you can easily call them Private Blog Network), but realistically they're not PBN since they don't link out to other sites that you wish to help rank..

place the link on the page with the highest authority. For most sites, the page with the highest authority (UR) is usually the homepage (which is why PBN links are so powerful, because they're placed on the homepage where the biggest authority is, so those links get the highest chunk of the authority when compared to other pages), which is why you - USUALLY, not ALWAYS - might want your backlinks to come from the homepage (index page as you call it, it's the same thing)

If you notice that the homepage (index page) doesn't have too much authority (it's very possible) but a category page, a product page, or a blog post has more authority than the homepage you might want to place your link on that page instead.

But here's the thing. If you wish to rank in google, google sometimes treats relevancy as well (if not better) than authority, so for example, let's say you have a choice to make between 4 pages...

- homepage (has 60 UR, but has ZERO relevancy to the content of the page you wish to link to)
- blog post 1 (has 12 UR, but VERY HIGH relevancy to the content of the page you wish to link to)
- blog post 2 (has 35 UR, but LOW-MODERATE relevancy to the content of the page you wish to link to)
- blog post 3 (has 30 UR, but VERY HIGH relevancy to the content of the page you wish to link to)

From these 4 options, I would - probably - choose either option 1 (the homepage) or option 4 (blog post 3) since these 2 options give me...

- either high authority, therefore lots of link juice (as is the case with the homepage), even if the relevancy is ZERO, I might still choose this option depending on my goals and calculations (price, keyword I'm trying to rank for, niche, competition, etc... sometimes high authority is more important than high relevancy)

- or decent authority (30 UR is not that bad if I get the chance to also enjoy some sweet relevancy), as is the case with blog post 3

If I wouldn't be able to afford or - for whatever reason - get a link on any of these pages (homepage or blog post 3), I would settle for the lower hanging fruit that's still decent (in this example this would be blog posts 1 or 2, which I would - once again - choose from after some calculations based on the same goals and principles: price, keyword, niche, etc...)

I know that I didn't give you PRECISE, 1+1=2 type of example, but this is pretty hard to do in SEO since no 2 keywords are the same, and no 2 backlinks are the same. So, you have to analyze and compare the crap out of everything if you wish to land good deals, it's just what it is!

But the good news is that after you do a few comparisons like this and you get a few good links that will help you rank / move the needle you will get the hang of it pretty fast and you'll be able to instinctively know which links are better for which situation (either high authority links, high relevancy links, or a mix of both)

So anyway, to answer your question.... get links from the page with BOTH the highest possible authority AND the highest possible relevancy if the price is good and if all other considerations of good links are met (placement, d0follow, low number of OBLs on the same page, etc)....

If you can't afford such a strong link, then get one that's either highly authoritative (usually from the homepage like I explained earlier), or that's highly relevant (relevancy is usually high on blog posts more than on homepages, but for small niche sites the homepage could be highly relevant too since the entire site basically addresses the one and only topic that the site is about... so you gotta do your calculations and decide based on your goals)

Also, please note that there is no point in getting more than 1 link from the same site. You can get 2-3 links from 1 site if you want, but after the initial 2-3 links the rest of the links are pretty useless most of the time as google tends to reward only the 1st link they find on a site, after that initial backlink the link juice will be minimal for other backlinks coming from the same site (domain), which is why it's always important to have 100 links from 100 different sites (so, 1 link from 1 site) than it is to get 1 million links fro 10 different sites (just an example, don't take these numbers literally)
