i think No, This can be a Spamy Domain, coz it has lot of links but linking sites are very few, and domain ratings are too lowwww...... dont waste your money... if you are getting it under $20 you can take the risk...
 
Those details don't help us give you an answer. Check the site's history with archive tools, backlinks, and if it's still indexed. Is the domain up for auction or available for registration?

If it’s free to register, it’s probably not worth your time. Good domains are very hard to find, even at auctions nowadays.

But... a possibility could be to use it for a PBN, as long as it hasn’t been spammed in the past.

looks too good for this cheap price, it's probably penalized by google.

This being said, I would still buy it if it's so cheap because other search engines might not be as mentally disturbed as google to ban the entire internet just because they can't monopolize it, and with google's continuous downfall I am sure that other search engines will see that domain as valuable

it has a spam score of 17 in spamzilla. searching for site:domainame.com doesn't give anything

spam score means nothing, it's just a bogus metric invented by MOZ that google doesn't care about. You can have 100% spam score and still rank, so don't get stuck on it!

And you can dilute the SS easily just by building more quality links, but like I said, the SS is not important anyway...

so how does one test if a domain is penalized. the backlink profile is clean, anchor texts are alright. there are only 200 backlinks anyway, I've gone through what I could for free. it's not an auction domain but a dropped one.

This is not that special. Most probably a spammy domain
 
From what I can see, this domain raises several red flags:

49k backlinks but only 44 referring domains suggest massive artificial link building. The DR of 4.6 is also suspiciously low for that many backlinks. Even though it's free to register, I'd pass on this one - it's likely been burned through spam activities.

If you really want to test an expired domain, look for ones with more natural ratios between backlinks and referring domains, and check archive.org to verify their previous legitimate use.
