I have read thousands of articles online about local seo and how to rank in multiple cities or suburbs, and they all lead to one single conclusion: develop unique pages with fresh content for each suburb. Yet I find big websites having thousands and thousands of suburb pages with exactly same content, the only difference is the suburb name and the location map. All these pages are indexed and ranking well in google search. I was wondering if any expert here can answer this question. Note: some of the websites are very new and they still rank in all suburbs despite the duplicate content. I would appreciate any help because it is affecting my business due to the fact that I am not able to compete with them in all suburbs, and I tried to do the same but my duplicate content pages were not indexed.

As you're describing, a bunch of websites with multiple (or ton) of pages with the relatively same content with changes in specific parts/keywords,

Here's the thing, it could work, but many websites will be detected as spam due to the thin content, it's hit & miss,
You can easily do the same using some plugins like wp all import, but don't complain when it doesn't work or stops working after a period of time,

The best approach would be to make totally unique pages & content for each of the targetted cities,
You'll have better chances and more guaranteed long term results

With that in mind, it might be advisable to use unique images in each post + paraphrase each article to be at least different from each other, it's surely more convenient to just replace four or five words per post, but this approach would be safer

Big sites rank because of strong authority and backlinks. For smaller ones, Google’s stricter. Focus on unique content, add local details, build links, use dynamic templates, and optimize GMB for local SEO.

As you mentioned that some of the those sites are new and they are ranking well despite the content.. So there has to be some reason why they are Ranking, if not content then it has to be Backlinks which could be the reason.. But this also gives you a fair chance to outrank with lesser links by optimizing your website with Genuinely written informative Content and making the overall website user friendly. G will put you ahead if your website seems to be providing indepth unique info helping the user and not just copying or rephrasing content for the sake of Ranking!

This sites rank because of their backlinks. If they have the same content everywhere its viewed as spam from google generally. However, if they have good backlinks they surpass this "problem". I suggest focus on getting backlinks and at guest posting.
