If I have a PR5 website but my links page is PR1 and I place friends link up, is this seen as he has a PR5 or PR1 Link.

The domain is PR5

Hope this makes sense

what do you mean depending? I don't think it depends on anything. Its a PR1

PR5 only if you put the link on the index page. in you case as others ^^ say it's PR1

I saw that thread yesterday and read through it. It is indeed eye opening. I think we (I) are stuck with the PR because is a signal that we can measure...

Anyway, yeah guys, what MisterGemini suggested is a good read.

Just a thought - I noticed many posts on BHW and other forums showing places to drop links, I see these offered as high PR's from the domain name (homepage) but the place that its dropped are not - such as forum profile pages.

Any thoughts on this

All points aside regarding PR. When you create a new forum profile it will take time for that profile to gain any PR off of the rest of the site. If the site has solid internal linking within it, then the PR will pass to that profile page to some degree eventually.

Does this mean you need to be active with the forum that you registered at, is this what you meant by internal linking

No, internal linking is about your site and the links within your site that point to your own pages.

You see my msg above where I included a link to another forum string I did here? That is an internal link for BHW. Just to give you an example. Though, I am just dumb linking without anchor text, so it doesn't make much of a difference. :)
