In general any social media will penalize, restrict, shadowban or even ban your account for it...not sure about BlueSky in specific, let's see if someone spamming there can answer here

No idea, but I've seen pages of individuals who had like a following count of 124k+. I don't even know how they find that many people. It may be a bot or some extension.

They will restrict your account, but mass following is not a bannable offence as far as I know.
