Have you tried creating a fanpage with BM?
There are profiles that manage multiple pages, but I haven't seen any profiles that can create a lot of fanpages.

I think FB has restricted the page creation feature for your area, it will be reopened in the future but exactly when is unclear

I think because the FB platform has detected some suspicious behavior related to creating new pages, it has limited the mass creation of new pages. Try buying an old account to see if the situation improves
