There are several panels available - but these do not come with streams. You need to source these elsewhere.
Another option is to become an IPTV reseller for an existing provider who can provide you with your own Panel and DNS.

dont trust anyone that advertises public...all those whl are public very high risk to get shut downed quick and their server is too public, look for a private one which is not well on the market

Initial Setup: Depending on your scale, you might spend anywhere from a few hundred to a few thousand dollars on hardware or a dedicated VPS.
Monthly Expenses: Bandwidth can be one of your biggest costs—especially if you have lots of concurrent viewers. This can range from $50 to several hundred dollars per month.
Licensing Fees: This varies hugely depending on what content you're licensing, and it can be the most significant expense if you're going the legal route.

Just subscribe to several of the pre-existing IPTV panels and use Bunny Stream for the CDN and streaming costs and a decent high processor core count and ram VPS (for hosting the actual panel). It's by no means a cheap operation and you'll to make it even for a loooong time.

Around 1000-2000 $ initial setup hardware.
250$ per month to get access to Restreams.
It's worth it when you have at least 100 Customers.
If you do not , I suggest that you be a Reseller until you will get the 100 customers .

I've had experience with this. To set up an IPTV server, you need a good dedicated server, a panel like Xtream UI or XUI.ONE, signal sources and a billing system. The initial cost varies a lot, depending on the structure. You can make money by reselling lists or panels, but you need to maintain stability, otherwise customers will quickly leave.
