Need someone to build me a software for telegram

i'm in need of a software, that allows me of the following functions for telegram
1) auto joining a list of groups that i list in a notepad
2) auto sending messages as advertisements to the groups i joined
3) auto logging in of accounts i list in a textpad(or one way or another)
4) allows auto changing of proxy i list in a text pad

also open to be buying such programs that is already available for me to do advertising on telegram...
please note our messages we will be sending will be in chinese
