Before creating a GMB, is it better to create the citations first?

GMB experts, can you create a GMB the same day the website is live or should I first build citations and some content?
 
Yes this will help on map location spot for your business to get new client original direction to your store. Make sure you advise your client to add some review with picture if possible to level up your citation.
 
Doesn‘t matter, IMO. Build the GMB first, then add the citations, as many citations as you can find.

Also optimize your GMB as much as possible. Add services/products, a detailed description, images, reviews, regular posts/updates, etc.
 
was your question about attempting to get the GBP approved? Is it better for the approval process to have citations and other "markers" so that when the profile is reviewed, makes it more likely to get approved without having to do a video?

I think you can always make your GBP even without your website and build some good citations to make a strong baseline for the business.
Then in the next step, you can add your website in the GBP when it is ready for the complete circle.

GMB first, else if google rejects the name or address, you will have built the citations on inaccurate NAP data
If Google rejects the address and that is YOUR address and that is not changing, then what do you do?
 
so the address is my brokers address (I'm a realtor) so I have to use that address. I know we can do this because there are other agents that have a GBP using that address.
 
Start with Google My Business (GMB). Otherwise, if Google rejects the name or address, you may end up creating citations based on incorrect NAP (Name, Address, Phone) information.
