Yea you can do that but be sure to make some modify like : changing sound ,ading a second etc also dont expect to get a lot of views but yea this method still work and many people are doing it

Don't say steal, just copy, content creators nowadays steal each other's ideas and even repost them. So be free to think, it's okay.

Even without official monetization, using stolen content or copyrighted videos violates Instagram’s policies and copyright laws. It’s better to create original or properly licensed content to avoid account bans and legal issues.
 
Huffpost steals a lot 1:1, many big media newspaper sites too, they can find /scrape fresh content who is published bit not indexed in google, steal, and then claim it as their own because it get's indexed within minutes/hours. I wonder how they do that ? Finding published but not indexed content from smaller websites ?

You can use someone else's content without problems if you know how to properly edit the content to make it unique.
 
Its more a moral debate, yes you can do it as a lot of content creators also do
