How much will cost for create per thousand email account, any estimated idea? are these account automatically enabled IMAP and POP?

it depends on proxy provider you're using (unlimited / price based on bandwidth)
and captcha solvers
and how clean the IPs are so how many captchas you have to solve for that account registration

I want to test but not today, when I am ready I will contact you, maybe tomorrow.

Another question, for rotating proxy can you bypass captchas? for example when captcha come, bot will try with another IP? What about enable IMAP, pop?

unfortunately no luck with bypassing captchas

there's setting for auto enabling imap and pop3
