I usually do the guest posts with AI, following the guidelines, and the posts are all high quality, they simply won’t respond to me….
have you considered that maybe, just maybe they don't allow / like / use AI content? Take a look at their posts and see whether they're AI or not, you can get a feeling for this easily after you skim through several posts because - if you notice a writing pattern - it's AI, but if all posts seem 100% unique in style of writing among each other it's possible that they don't like AI content, so you submitting AI content to them - not letting them know about this first to begin with - results in obvious rejection.
And speaking of contacting them beforehand, if I was a site owner and you - a random nobody - submitted your AI content to me not only would I immediately trash it but I might even contact you by email and throw some heavy insults (I am prone to doing that a lot, so don't startle me) because who the f*** are you to send me your unsolicited garbage? Like, seriously? I don't intend to make friend with anyone... not over the internet anyway, but there should still be some business courtesy and respect between partners, and you (a random stranger, like I said) sending me your trash content (yes, AI content IS trash content in what concerns me, I am one of the biggest haters of AI on the forum) with the non-verbal implication that I will read it and even publish it on my high quality website is infuriating to put it mildly. So much disrespect...
So, contact the site owners first and ask them if they're OK with publishing a piece of content on their sites in exchange for a few links to your own website. Oh, and you'd better send them 100% MANUALLY written AND research content too if you wish to be taken seriously...

I don’t know why, but each time I send out a guest post or submit it, I never get an answer back….
also something else that I can think of from the time when I was doing guest posting outreach is that, sometimes, it can take weeks or even months for them to get back to you... if they even bother to do it that is as many of them don't bother responding anyway...
I remember 2 scenarios that have happened to me about 6-7 years ago.
In one scenario, I have sent someone 3 or 4 emails asking whether they're interested in publishing my guest post on their site (of course, I would have given them a manually written, well researched, and high quality guest post, otherwise I would felt like shit myself to approach them with garbage)... so anyway, I contacted them 3-4 times and they never replied, but the next time I contacted them (so, the 4th or 5th time, I don't remember which occurrence it was) they replied with something like "bro, are you going to spam me to death? Didn't you get the clue that if I hadn't answered to the first 3 emails you've sent it might mean that I'm not interested in doing business with you? Plus, that I've been in hospital for the past week, so I didn't have time to read my business emails..."
And the 2nd guy had replied some 3 months later, but he's been kind enough to apologize for the delay but he had also rejected my proposal too.
The point I'm trying to make is that different people have different reasons for which they might not reply to you, including but not limited to: health issues, lack of free time, lack of interest in your site / offer, your message might land in their SPAM folder, they might not like / want to publish AI content on their site, they might be swamped with emails and your email might have been lost among the 100s others, etc...
So, don't expect to send them unsolicited email (this is called SPAM) and then act surprised / be annoyed that they don't reply back. Put yourself in their shoes and you'll see that you wouldn't like either to be treated so disrespectfully...
